    Case Description

    Complaint

    In September 2025, the EIB-CM received a complaint from València en Bici, a civil society organisation based in Valencia (Spain). The complaint concerns the EIB-financed project “FGV Sustainable Rail Infrastructure & Rolling Stock FL” (EIB reference # 20220069), promoted by Ferrocarrils de la Generalitat Valenciana (FGV). The complainant challenges FGV’s decision of 27 June 2025 to prohibit standard bicycles on its metro and tram services in Valencia. They allege that said decision breaches EU Regulation 2021/782, the Valencia Regional Mobility Law (Ley 6/2011) and the EIB’s Environmental and Social Standards. The complainant also argues that the decision contradicts EU, Spanish, and Valencian policy frameworks promoting sustainable transport and undermines the objectives of the EIB-financed project.

    Work performed

    The EIB-CM carried out an admissibility check to determine whether the complaint met the admissibility criteria under the EIB Group Complaints Mechanism Policy.

    Conclusion

    The complaint was deemed inadmissible on the basis of article 4.3.2 of the EIB Group Complaints Mechanism Policy.
